Prävention und Gesundheitsförderung sollten nach Ansicht der Fachleute neben Kuration,
Rehabilitaion und Pflege die vierte Säule im deutschen Gesundheitssystem bilden. Eine
gesetzliche Festschreibung dessen ist als Grundlage dafür unumgänglich. Die Bachelorarbeit
beschreibt die seit 2005 unternommenen Versuche, Prävention innerhalb eines Gesetzes
zu verorten sowie die Gründe ihres Scheiterns. Das Gesetzgebungsverfahren zum Präventionsgesetz
2014 wird bis einschließlich der öffentlichen Anhörung beleuchtet und die Kritikpunkte
der Fachgesellschaften werden dargestellt.

According to experts, prevention and health promotion is meant to be the fourth major
aspect of the German health-system next to cure, rehabilitation and care. Statutory
regulations have to be the base to reach that aim. This thesis describes the attempts
to regulate prevention within a legal law since 2005 and also the reasons for their
failure. The legislative procedure of the prevention act in 2014 is examined until
the public hearing and the points of criticism by experts are outlined.
